In late April this year, the Standing Committee of the National People ' s Congress will review the Land City Dog Management (Second Review) Regulations. The issue of abandonment of stray cats and dogs in the city of Lanzhou is currently receiving attention, and during the two sessions, the members of the Political Consultative Council (CPA) such as Zhu Lixia and Zhou Ning made recommendations for the management of abandoned pets.
There is an increasing number of stray dogs in both rural and urban areas of Lanzhou, and the problems of bites, disease transmission and impact on the city ' s face are highlighted. According to public security data, there are currently 97,555 dogs registered throughout the city, but the actual number of dogs is much higher. Of these, the number of abandoned stray cats and dogs is simply not available.
Thirty-fifty per cent of stray cats and dogs in the streets, tourist attractions, suburbs, etc. have an impact on the physical safety of nearby residents, access to roads and the social environment. In their proposals, members referred to the strengthening of public awareness of responsibility and the enactment of regulations to punish the arbitrary abandonment of pets. Chou Ning said that “in addition to regulations, it is possible to register domestic pets in the streets and in the community, to set up pet files for later management and to restrain the citizens who raise them”.
In addition, in its proposal to strengthen the management of stray cats and dogs in our city, the Political Consultative Council member, Lixa, referred to the purchase of social services by the Government, the re-establishment of a single shelter for the adoption of stray cats and dogs in the city and county districts, with the participation of professionals and caring persons. Comprehensive medical check-ups are carried out on the cat and dog that are concentrated in them, as well as a medical profile, registration of healthy cats and dogs, allowing for re-adoption and sterilization of unwed and ill cats and dogs.
