On the afternoon of 1 September, Mr. Zhang, a resident of a nearby neighbourhood, told a journalist who had been in the middle of the Kim Chau district and the construction of his home in the city of Chang Ji, that the two men were in the middle of the incident and that they had to beat dogs with sticks because they wanted to eat it, and that the police had to deal with it after calling the police, “the beating stopped, and they had to say something to take away”.
According to Mr. Zhang, the dog who was beaten was a vagrant dog in the district, and the nearby residents fed it from time to time, “three years after the dog never bit anyone, and people were afraid and very gentle”.
