Civilized dogs are a matter for everyone's life and reflect not only the small things of dogs, but also the great things about the quality of individual behaviour. On 14 July, the Zhengzhou City Integrated Law Enforcement Agency, District 27, and a number of pet hospitals in the joint district dog management office entered the neighbourhood of Yangtze Road Office No. 5 and launched a civilised dog service “one stop” into the community.

Registration, immunisation, carding, certification... At the Community Service Centre No. 5 in the neighbourhood, many residents completed all the formalities in a matter of minutes with the dog, and the easy “one stop” service enabled the dog to quickly obtain his “identity card”. In response to questions from the population about scientific dogs and vaccinations, specialists at the Hong Kong Paternity Hospital taught the residents about the prevention of disease in the raising of pets, the behaviour of common dogs and how to register dogs, annual examinations, vaccinations, etc.
At the same time, law enforcement officials have been categorizing the hot spots and difficulties in which community residents report frequent complaints. Law enforcement squadrons in the Bailiwick have also taken full advantage of street law enforcement, reaching out to the Bailiwick's merchants and community dog residents to provide detailed information on the provisions of the law on civilized dogs, to disseminate knowledge about civilized dogs, to respond face-to-face to questions from residents about the dog certification process and vaccinations, and to guide the population towards a culture of civil dog awareness and a sense of self-consciousness in respect of the law.
At the scene of the event, Ms. Zhang told of her recent experience: two days ago, she took the dog out for a walk because she had been negligently without a leash, and when she was passing through a corner, the dog ran at an abrupt speed and the dog was long gone when Ms. Zhang arrived. So far, Ms. Zhang, who has been looking for a dog for so long, still regrets the fact that she is walking a dog without a leash.
In the case of Ms. Zhang, Commander Guo Hung-sung of the Mobile Third Squadron of the Integrated Urban Enforcement Bureau of the 27th District of Zhengzhou indicated that, as a dog-keeper, it is of the utmost importance that the dog be registered only in accordance with the law and that he be taken out of the house to hold the dog chain, “If he walks out of the house, we shall be fined between $200 and $500.” Guo stated that the dog-bearer should abide by the social etiquette and that the dog should only be immunized and documented; when a dog leaves the house, the dog must be chained and held by adults, and should take the initiative to avoid the elderly, the disabled, pregnant women and children. In accordance with the regulations governing dogs in the city of Zhengzhou, if the registration or review of dogs is not carried out in accordance with the requirements of the regulations, the administrative enforcement authorities of the city are ordered to register or review them within the prescribed time limit. If the registration or review is still overdue, the suspended dog is liable to a fine of $3,000; and in the case of dogs and dogs, the administrative enforcement authorities of the city administration confiscate the dogs and impose a fine of $5,000.

"Many dog breeders don't know much about our regulations." The head of the canine management office in Sector 27 informed reporters that although many citizens are now taking the initiative to obtain dog certificates and related certificates after the dog has been taken, the specific dog regulations are not known, for example: dogs are required to cross the house only if they are delivered; dogs are required to cancel only if they are lost, dead or divorced, and if the dog is not cancelled or cleared after the dog is delivered or lost, and if the dog is only “involved” outside, the original dog is required to bear the corresponding responsibility, “these seemingly insignificant formalities may cause problems if the dog fails to do so”.
The socialization of civilized dogs is a long and complex system project. This will be followed by the extensive promotion of “civilized dog community (autonomous) management” based on local conditions, the full mobilization of the population to participate actively in the work of civilized dog-keeping, the establishment of an autonomous co-management mechanism involving offices, law enforcement, community, property, volunteers and dog-keepers, the joint and multisectoral management of which will be made known to all members of the “civilized dog community (autonomous) management” working house.
