The dogs don't tie their ropes and scare the inhabitants; the districts walk without looking at the dog's faeces; the dogs bark loud and their neighbours are vulnerable to them ... The discomfort caused by uncivilized dogs has been experienced by many. As a result of tough governance and the use of legal weapons to shed light on uncivilized dog behaviour, yesterday the Standing Committee of the Municipal People ' s Congress launched a law enforcement inspection of the Tianjin City Dogs Regulation, urging the Government and the relevant authorities to take more action and strengthen the management of civilized dogs, responding to the public ' s expectations of fostering social civilization and upgrading urban governance.
This law enforcement inspection is known to focus on three aspects:
The first is the situation where regional governments govern uncivilized dogs. These include the promotion of civilized dogs, the management of irregular large dogs and dogs, the removal of dogs from their homes without the use of chained dogs, the timely cleaning of dog dung, interference, and problems affecting the order and security of others.
Second, the relevant departments at the municipal level carry out their statutory responsibilities to strengthen canine management and to address the problem of uncivilized dogs. This includes the implementation of canine registration management, farming transactions, quarantine immunization, centralized governance and daily inspections.
Third is the implementation of the regulations on the promotion of civilized dogs in the streets, townships, police stations, (village) residence committees, community, property, etc. This includes the promotion of civilized dogs, the dissuasion of uncivilized dogs and the handling of dog cases.
Everyone ' s defence of civilization and order is the best means of preserving it. From 19 July to 31 August, the Law Enforcement Inspection Unit of the Standing Committee of the Municipal People ' s Congress publicly collected leads from society on the issue of uncivilized dogs, which citizens could send to e-mail tjwmyq@tj.gov.cn.
