On 1 May this year, the Regulations on the management of dogs in the cities of Jiazhou became the second city in Hunan, except Changsha, to introduce local legislation on dog management.
The purpose of the legislation is to regulate and direct the conduct of the citizens' dog-keeping, and to remind our law-enforcement officers and managers “to administer and enforce the law”. This is in line with the people-centred concept of law enforcement and is an essential requirement for building a harmonious socialist society.
Serving the people is not an empty word; it requires more and better wisdom and capacity.
When the wind comes, it's better to chase it, to look at the light. As the lead agency for the management of canine dogs, the Civil Police of the Public Security Unit of the country is neither following the code nor blindly confident. They have studied many times, gone abroad, listened to the views of the population, and managed dogs in such a way as to achieve the goal of “doing things well and doing good”, which has received genuine praise from the citizens of the country.
In our interviews, we learned that the CAPSOP has achieved several first steps in leading the implementation of the Regulations and regulating the management of dogs: taking the lead in the open system terminals to accommodate the smart dogs of different companies; taking the lead in valuing and legalizing the participation of civil society organizations; taking the lead in combining the 110-link police and stray animal rescue management mechanisms; and introducing precision management into the daily dog management regulatory system.
At present, the thirteenth party assembly of the city has drawn up an ambitious blueprint for “bringing a famous city and building a happy continent”; and the party committee of the public security bureau of the city has also anchored the new strategic objective of “all-power, nation-wide, fighting for a public security locomotive”. We dare not to say that, in this matter of dog management, the public security authorities of the country have achieved the objectives of the Municipal Council's work ahead of time, but the innovative approach they have shown in small people's lives deserves our praise and full recognition.
We expect that their new results and practices will bring some useful thinking and inspiration to innovation in urban management, which in turn will benefit people and serve cities. That should have been the original purpose of the topic.

Pussy dogs: from legislation to implementation, six months of “a year of improvement”

The whole legislative process is open and transparent. More than 95 letters were received and processed and more than 100 recommendations were made. The second is full-time research. In March 2021, the Regulations came into effect with the Government's decision to establish “canine-type residential facilities” by purchasing services. The Asociación de Conservación de Protección Smallo Animales, which has extensive experience in the management of accommodation bases, among others, won the award. With the support of the government sector, the Society for the Protection of Small Animals of the Continent has been changing its life and vitality. There has been an increase in public satisfaction with the establishment of a “narrow canine reception facility” with a capacity of more than 500 stray dogs. In practice, the “diversion” of the private aid base itself as a partner in the management of government has brought about a luxurious shift from “volunteers” to “participants”.
