I saw one time when the dog owner had not been tied, accidentally involving the dog under a car, resulting in the death of the dog on the spot and a blurring of blood, all of which was attributable to the dog owner ' s irresponsibility.
Similarly, in this case, the father had repeatedly asked the dog owner to take the dog away before he kicked the dog, but instead of taking the dog to the rope, he was working with him in the presence of the father, who protected the child, and who was subject to severe punishment by law and had to pay the father a large amount of medical expenses in order for him to be remembered and to receive a lesson.
