The central urban areas covered by this circular are the main urban areas of the prefectures (including the old urban areas, the new sub-districts), the sorghum industrial park and the Upper European industrial park.

2. For the purposes of this circular, a breeder means a unit or an individual, including a legal person and an illegal body of persons.

3. In the centre of the city, small dogs may be raised by their breeders, and no dogs or dogs may be raised. Any dog who has been raised in the centre of the city shall, by 31 December 2021, be removed from the centre of the city only and shall be treated as a stray or orphan.

Dogs for military, police, scientific research, public good, performing, commercial etc. are not covered by this circular.

4. Dogs shall be raised only by their owners in accordance with the law and in a civilized manner, without ill-treatment or abandonment, and without prejudice to the legitimate rights and interests of others.

V. Dogs in central urban areas must have a registration certificate for dogs, and canine owners must apply for a registration certificate for dogs within 15 days from the day they are raised. In the case of dogs, after the immunization of dogs against rabies, the declaration should be made by the Public Prosecutor's Office by the Public Prosecutor's Office by 31 December 2021, or by the village council, where the dog is located. The certificate of registration is issued by the county public security bureau.

6. Dogs shall observe the following:

(i) canine-keeping units or individuals must only be sequestered or contained.

(ii) canine rearing units and individuals shall be provided with veterinary rabies vaccination only at the animal clinics designated by the Rural and Rural Directorate of the prefectures each year, and shall be issued with a certificate for the vaccination of dogs in the prefecture.

(iii) No dogs shall be allowed only in institutions, schools, hospitals (except for pet hospitals), parks, public greens, squares, etc., in densely populated public places (except guide dogs, help dogs).
