On 17 June, a video by a dog in Guidong County, Hunan Province, towed only men, drew widespread attention. The video showed a man lying on the ground torn and dragged by a dog with a stick to help drive the dog out.
On 18 January, the family of the wounded told the press that the incident had occurred in the morning of 17 and that the owner of the wounded dog had been found.
It was described that the wounded were security guards in the nearby quarter, that they had been bitten by dogs in several places and that the wounds were deep, with severe arms but still at risk of infection. "There's been surgery and skin planting."
The family also stated that the staff who were supposed to be helping with the sticks in the video were the workers who had been working in the vicinity, and that a few others had helped catch the dogs and the dogs had fled.
Local police station staff had previously stated in a media interview that the man who had been bitten was being treated at the hospital without risk for life. The dog has been killed, its owner has been found and will be dealt with in accordance with the law.
On 18 June, the director of the law firm Henan Zedhiya held that, in accordance with the Civil Code of the People ' s Republic of China, the raising of animals caused damage to others and that the breeder was liable for the violation. No exemption can be granted unless it can be shown that the damage was caused by wilful or gross negligence on the part of the victim. Men who have been bitten by walking are liable if the owner is unable to prove that the man has committed intentional or gross negligence. The compensation covers medical, nursing, transportation, nutritional and other rehabilitation costs, as well as reduced earnings as a result of work failure. In the event of disability, the costs of assistive devices and disability compensation are also payable. If a man is bitten to the point where he is seriously injured and the dog owner is not reasonably restrained from the dog, the dog owner may be suspected of causing serious injury by negligence, subject to the corresponding criminal penalty.
