On the day of the incident, Master Lee, who was one of the drivers of the 168th bus in Changsha City, was driving the 168th bus, as usual, on the established route and everything was normal.
At around 1 p.m. on the same day, after passing a number of stations, the bus arrived at the north stop of the bridge from the road to the people and arrived with several passengers, one of whom was a white dog.
At the beginning, the man was not noticed by Master Li, owing to the high volume of traffic and the small size of the dog, but when the car drove out a distance, he suddenly heard the barking of the dog in the car.
Master Li thought he was hearing things, and after looking in the mirror, there was a white pet dog barking inside the car, and most importantly the dog had no rope.
As a result, Master Li was required to park the bus at the side of the road, ask the owner of the dog who owned it, and ask the man to get out of the car with the pet dog and kindly remind the man that the bus was prohibited from carrying animals.

When Master Li was beaten, the brain was blank for an instant, and as soon as he responded, the car door was closed, and the call was made. Ten minutes later, the civilian police arrived and brought both to the police station for questioning.

The hospital quickly brought the results of the examination of Master Lee, which shocked everyone, and the doctor said that, given his current state of affairs, there was a high risk of paraplegic paralysis because of the loss of the central joint.

After receiving the news, the reporter came to the hospital to visit the injured Master Li, who had been in pain for hours since the incident had taken place, but who could still be seen in a very intuitive manner.

The family of Master Li said that they would seek justice and justice from each other through legal means, and how should this be legally established?
First, no pet dog may be taken on a bus.
Article 3 of the Changsha City Bus Traffic Code, which was in force since 1 January 2016, provides that no animals or plants that interfere with the safety, health and comfort of the vehicle shall be transported by car, with identification marks, with the exception of guide dogs who take protective measures and police dogs who carry out their duties.
The batterer is carrying a pet dog, who is not allowed to ride in a car under the regulations and who has no protective measures and who is likely to attack a passenger, and Master Li strictly enforces the rules to discourage the man from taking the dog out of the car in a reasonable manner and without any fault.
Second, the batterer is subject to civil liability.
Article 1179 of the Civil Code provides that any person who harms another person shall be entitled to compensation for the loss of medical care, nursing care, overtime, etc., resulting in disability, as well as for the cost of assistive devices and disability.
The injury of Master Li in hospital would inevitably result in reasonable costs such as medical expenses, while if Master Li were to paraplegic, the batter would have to pay disability compensation in a significant amount.
