From that date until 31 December, our city undertook a comprehensive operation to centralize the management and management of urban canine management. By addressing the seven categories of problems, it further regulated the behaviour of the population with respect to dogs, speeded up the establishment of a mechanism for the long-term effectiveness of civilized dogs in the city, guaranteed the safety of the population, maintained public order and improved the quality of management in the city. This was learned by journalists on 26 November at a city-wide civil dog promotion conference.
This operation is carried out in accordance with the Law of the People ' s Republic of China on the Prevention and Control of Infectious Diseases, the Law of the People ' s Republic of China on Penalties for the Management of Public Security, the Regulation on the Administration of Property in Henan Province, the Regulation on the Regulation on the Regulation of the Regulation of the Regulation of the Regulation of the Regulation of the Regulation of the Regulation of the Regulation of the Regulation of the Regulation of the Regulation of the Regulation of the Regulation of the Regulation of the Regulation of the Regulation of the Regulation of the Regulation of the Regulation of the Regulation of the Regulation of the Regulation of the Regulation of the Regulation of the Regulation of the Regulation of the Regulation of the Regulation of the Regulation of the Regulation of the Regulation of the Regulation of the Regulation of the Regulation of the Regulation of the Regulation of the Regulation of the Regulation of the Regulation of the Regulation of the Regulation of the Regulation of the Administration of the City of the Rock City. The Municipal Public Security Bureau was set up under the leadership of a group of 10 direct municipal units, districts and functional districts, which is responsible for the central management of dogs in the city of Tsukji City, of which the comrades are members.

Guided by the principle of “people-centred, better advocacy, regular regulation, strict discipline”, the actions focus on the following specific issues:
The first is the issue of the banning of dogs in restricted areas (heavy dogs, large dogs, etc.);
The second is the problem of undocumented dogs and rabies and stray dogs;
Third is the problem of walking dogs without leashing.
Four is the problem of walking dogs not cleaning up excrement;
Five is the issue of access to public places with dogs;
Six is the problem of barking and disturbing people and affecting life in the neighbourhood.
Seven are insubordination to dog management, obstruction of law enforcement or violent resistance.
The meeting called for a high priority to be given to the issue of civilized dogs, greater awareness, comprehensive training and governance, greater accountability and synergy of efforts, improved methods of work, enhanced supervision and guidance to ensure that the management of dog-rearing practices in the population is well managed and effective, and that good governance and co-management across the city is achieved as soon as possible.
