Since 1 November 2019, when the Act on the management of dogs in Weihai City was officially promulgated, the Circumpolar Zone has actively responded to the needs of the population at large, exploring mechanisms for long-term work in the management of dogs, proactively breaking down management challenges, promoting the regularization, legalization and humanization of dog management, and achieving the positive results of registration, illegal detection, dog admission, publicity, and dog-related police “four ups and downs” in order to enhance the capacity of cities, healthy cities and civilized cities.
`Unity + Guarantee' to work together
The Regional Government and the Public Security Subdirectorate of the Council of the Rings attach great importance to the management of dog-keeping. They have set up a police unit headed by the Police Department of the City of Weihai in Shandong, which is responsible for the management of dog-keeping in the ring area with the participation of four units, namely, security, livestock, integrated law enforcement and market supervision. When the new management system was introduced, the police stations were organized to conduct a comprehensive mapping of the condition of dogs in the districts, to promote the use of mobile phones in the general population and to register dogs at 15 pet hospitals throughout the district as places of service for the population. “Survey + remediation” to regulate dog order
Weekly meetings of district dogs are held to study dog-related issues in jurisdictions, to consolidate issues and focus areas and areas that need to be addressed, and to develop measures for this week ' s work. Based on the characteristics of dog activity, in addition to normalization, an additional 6 p.m. to 8 p.m. patrol activity is carried out, with a focus period on dog walking by dog-bearers, increased patrolling of public places, such as main roads, commercial neighbourhoods, park areas, city squares, etc., in order to detect, detect and detect violations of dog-keeping practices in a timely manner, and to hand them over to police stations in the district. Innovative models of drone patrols, increased efforts to catch stray dogs, and the development of self-capturing dog cages have significantly improved detection and capture rates. There is a proliferation of canine management issues and a strong public response, with the dogs concentrating their manpower time on priority management, and working with community councils, the media, etc. to promote civilization, raise awareness of issues, etc. To date, 618 incidents of dog violations have been detected throughout the region, 1,199 stray and orphan dogs have been captured and 624 dogs have been cleaned up, with steady success being the highest in the city.
“Initiative + forward” to improve service quality
The issue of dogs is a high-profile issue of leadership concern, public concern and social concern, with a strong commitment to serving the population, and a sense of satisfaction and active engagement. In accordance with the principle of specialty, active work in the service of dogs for persons with disabilities and specific groups has been carried out, and numerous public letters of appreciation have been received. “Traditional + Modern” for civilized dogs
• A letter to friends of the citizen is issued by enterprises in small districts to guide the residents of dogs throughout the district to develop a sense of legal, normative and civilized dogkeeping. In densely populated places such as cultural squares, open parks and main streets, the relevant units are actively coordinated and canine alerts are set up on the lawn. Promotional positions, such as community bulletin boards, district LED display screens, posters, rolling public service announcements, etc., have been used to sensitize community residents to civilization. The new system of dog management is being promoted through the use of new media forces, using network positions at two or more ends, to disseminate knowledge of dog management practices, routine regulations and the division of dog areas, to resolve the procedures for the registration of dogs, and to guide crowd landing dogs to register only minor applications for dog certificates. To date, more than 40,000 copies of “civilized dogs” have been printed and more than 146 campaigns have been organized, and the awareness of the general public of “civilized dogs must be certified, walking dogs must be fenced and violators must be punished”.
