At a press conference organized by the City of Qingdao yesterday, journalists were informed that the city's public security, urban management, animal husbandry and veterinary services had completed preparations for the implementation of the dog-keeping regulations, and that the Aoshima City Dog-keeping Regulations had been in effect since 8 years, limiting the number of dogs to one per household.
Under the Aoshima City Dogs Ordinance, the public security organs are primarily responsible for the registration, charging and prosecution of dogs for violations of public order; the municipal law enforcement authorities are primarily responsible for the capture of stray dogs and for detecting violations of urban management by dogs; the livestock veterinary department is primarily responsible for the vaccination of dogs against rabies and the implantation of electronic markings, as well as for detecting acts in which dogs are not only vaccinated against rabies.
According to the regulation, dogs should be registered only at the registration service for dogs established by the public security organs, receive canine plates and pay for dog management services at a one-time rate of $400 per dog. On the basis of social resources, such as pet hospitals, the Municipal Public Security Bureau has selected 24 pet hospitals in the three districts of the city and in the mountains, as registration services for dogs, completed the construction of a system for the registration of fees for dogs, and deployed civilian police and auxiliary police to carry out the registration and collection of dogs. At the same time, the Municipal Livestock and Veterinary Department has selected 30 pet hospitals in the four above-mentioned districts to serve as dog-specific immunization services for rabies vaccination, the application of electronic immunisation markings and the issuance of immunization registration cards.
