“We have set up a special unit for the management of civilized dogs in each of our sub-units, and have established a long-lasting mechanism for the integrated management of public security + urban + territorial streets, with appropriate penalties for repeated `dogs without strings' and `dogs without dung'”. “Educational punishment is not an end in itself, but it is more important to be guided by regular propaganda.
