Volunteers who had been reported to the population had come and found that there was a stench at the scene, a smell of waste mixed with corruption of bodies, and that animals had died. These cats and dogs are very small, most of them weaned, and when it rains, they're barely alive.

The crowd is growing, the couriers finally show up, volunteers and passers-by call the police, and upon arrival at the scene of the Nansheng police station of Karding Public Security, the civilian police officer said: “Life first, save life first.” As a result, the police took the courier away to cooperate with the investigation, while, in cooperation with volunteers, took more than 70 cats and dogs to the police station garage and rescued them in the storm. Volunteers then contacted the pet doctor to the police station to quarantine the cat and dog.

After the police had determined that the owners of the animals had renounced their ownership rights, the volunteers issued an adoption notice. In order to ensure security, police stations have been set up to maintain law and order on the ground, divided into quarantine zones, registration areas, four pet doctors for the quarantine of cats and dogs, and civilian police officers for the registration of identification officers and minor animals. At present, 71 cats and 36 dogs are adopted as a result of the unremitting efforts of the police and volunteers.

While the incident was properly resolved, some questions still need to be answered.

Article 33 of the Rules for the Application of the Postal Law of the People ' s Republic of China stipulates that it is prohibited to deliver or carry live animals in mail. The Law of the People ' s Republic of China on Animal Disease Control, which was in force on 1 May this year, stipulates that in the transport of animals and animal products by air, rail, road and water, the shipper shall provide a quarantine certificate when shipping them; the carrier shall not carry them without a quarantine certificate. Units, individuals and vehicles engaged in animal transport shall file a file with the rural and agricultural authorities of the people ' s government in the district in which they are located, keeping proper information on the animal name, quarantine certificate number, quantity, etc., as provided by the itinerary and shipper. The modalities were developed by the agricultural and rural authorities of the State Council. Means of delivery should be cleaned and disinfected in a timely manner before and after loading.

These cats and dogs are clearly illegal traffic. Why would anyone know that? Several major electrical platforms have been set up for live-blind boxes, so what are the channels through which the blind boxes are sold?

Ms. Yuan, who was involved in the rescue process, told journalists that the blind box for pets was not only cruel, but also a threat to the safety of the disease, and that its harmful effects had so far not received sufficient attention. In order for pet blind boxes to cease to appear, it is necessary to do a number of things: consumers do not buy them, merchants have a conscience, courier companies comply with the law and the corresponding laws are improved.
