Henan Anyang, an old man, was bitten by two big dogs while walking, the dog owner denied that his dog had bit him, and the local press intervened; a woman from Hubei Wuhan jumped from the 32nd floor balcony to sue the owner of the dog for her life. On the issue of civilized dogs, what is the current situation in our city? Journalists have conducted a visit.

Uncivilized dog-keeping behavior.
At the end of September, an elderly person in Anyang city, Henan province, was bitten by two large dogs while walking in the district. While passing by the old man, two large dogs suddenly went up and bit her ass and dragged her to the side of the road. The owner tried to hold the dog but failed. After the incident, the dog owner refused to pay compensation. Two months later, the elderly's family turned to Henan Radio and Television for help on the popular channel Little Lee. In nine issues of Little Lee Help, the owner of the dog played a variety of tricks, “Scrambling Cats”, without a positive response, journalist Yang Xiao Li could not help but cry to the elderly family and apologize. The recent dog bite in Hubei Wuhan has cost lives. In the early hours of 13 November, in the San Emile subdistrict of Wuhankin, a woman, Lu Xiaolin, died from jumping from the roof of the 32nd floor of the roof of the house, having been chased by a pet dog and in conflict with the owner of the dog. On 21 November, the family of the woman who fell off the roof of a building said that it was to be hoped that all sectors of society would pay serious attention to the phenomenon of dog walking. In recent days, media journalists have visited the Globe International Region, the Curry Community and so on, and have found that the citizens walk their dogs mostly by rope.
In the evening of 30 November, journalists arrived in the Universal International Zone and found dog walkers in the Zone with towed ropes. "We don't have a lot of dogs in the neighborhood, but most of the pet owners we meet wear tow ropes." Mr. Wang, a resident of the district, said that the dog walk should be necessary for every dog-bearer.
"Every time I walk a dog downstairs, I wear a rope, a paper towel, a garbage bag. Although my dog is gentle, it's still afraid of an accident. Take the dog to the rope, don't cause trouble, save yourself." Ms. Ho said that, as a dog breeder and dog lover, the dog leash reflected the civilized qualities of a human being, and she had always done so in support of the regulation of civilized dogs and dog holding.
At the same time, journalists have found that some districts have also posted posters of civilized dogs to promote civilized dog behaviour; others have built pet toilets to improve the quality of sanitation in the districts; and others have set up pet mailboxes with pet pickers and bags. The starting point for the establishment of these facilities is the desire of the pet owner to raise the awareness of civilized dogs, to increase the sense of social responsibility, to use his actions effectively, to restrain uncivil behaviour and to create a safe and comfortable living environment.

Journalists went back to the Kawon district, which also has a pet mailbox. This was set up by a pet shop in the district, and the head of the pet shop, Mr. Zheng, told journalists that they had also installed pet mailboxes in the Tinxishi and Ginjiang DC districts, one to facilitate community dog walkers and the other to raise awareness of civilized dogs and create a healthy environment.

There's a way to walk a dog to hold a dog.
On 1 May this year, the newly amended Animal Disease Prevention Act of the People ' s Republic of China (hereinafter referred to as the Animal Disease Prevention Act) was formally introduced and dog leashing was enshrined in the law. The newly amended Animal Vaccination Act specifies that units and individual dogs shall be regularly immunized against rabies, in accordance with the rules, and apply to the local dog registry for registration on the basis of an immunization certificate issued by the animal clinic. If a dog leaves the house only, it shall wear a dog tag as prescribed and take measures such as canine rope to prevent the dog from only hurting and spreading the disease.
The journalists were also informed that, under the Ordinance on the Promotion of Civilization in the City of Penyi and the Proclamation on Civilized Dogs in the City issued at the beginning of July of this year, it was expressly stipulated that dogs were not chained or held hostage by adults, and that the public security authorities ordered that they should be corrected, with a fine of between $50 and $200.
With regard to dog walkers, journalists consulted with the chief of the Bar of the newspaper ' s main unit, Mr. Penghai, Director of the law firm of Yandong. According to Penghai, there are similar cases in which animals cause human injury, the dog owner is held responsible and the dog owner is bound to meet certain requirements, such as whether to hold a dog to hold a rope. It is a fault in itself to walk a dog without holding it together, leading to animal abuse and entailing liability, and if a biting party engages in acts such as deliberate provocation of the dog, it mitigates the fault of the dog ' s owner as the case may be.
