Mr. Liu of Chongqing told the journalist that he had previously questioned the two women in the district about why they were walking the dogs without holding them together, but that one of them was slightly injured in the second degree. After Mr. Liu had called the police, the police had initiated a criminal case, but the woman had subsequently taken bail pending trial, which was difficult for Mr. Liu to accept.
On 2 June, when Mr. Liu was interviewed, he stated that, on the evening of 24 February, when he was preparing to leave the Chongqing quarter with his friend's dog, he was chased madly by two dogs without ties, “One is Koki, one is Haschi, and he has been chasing me. I repeatedly asked two dog walkers to get rid of their dogs, but they didn't respond until the dogs threw me in the green belt, which led to me being stung.”
Mr. Liu stated that after that, he questioned the two dog walkers why they walked the dogs without holding them together, but were subjected to reticence and verbal abuse by one of them. Then there was an altercation between the two sides, which led to the other being the first to strike. “She slapped me, resulting in the loss of my headphones, and she was ready to leave. When I was down looking for the headphones, I took out my phone for video evidence to call the police, and she came to rob my cell phone and hit me in the face with it. After the incident, Mr. Liu called the police.
According to the police reply, Mr. Liu had had physical contact with his dog in the settlement area at around 22.45 p.m. on 24 February, and Mr. Liu ' s nostrils had been injured to establish a security case. The reply of 21 March further indicated that Liu's nose had been injured and that, after a forensic medical assessment, the injuries had reached a minor level of second degree, “as a result of security and criminal cases, the case was filed on 25 February and is now to be opened as a criminal case”.
Mr. Liu ' s notification of the disposition of the case on 25 March indicates that Wang has met the conditions for remand in custody and is now on remand. Mr. Liu stated that “it was all my own fault that there were objections to Wang's bail pending trial and that the other party had not offered compensation for medical and related expenses. On the night of the beating, the other party was also in bad shape in the mediation room.”
Was the situation as described above by Mr. Liu? On 2 June, the journalist tried to contact the other party involved, the telephone was not reached and the information was not answered.
Journalists contacted the district property and street offices and staff indicated that there was a clear local requirement that dogs must be tied. Journalists contacted district police stations and staff did not respond positively to the progress of the case.
Walking a dog without a rope?
The newly amended Animal Disease Prevention Act of the People ' s Republic of China, which came into force on 1 May 2021, specifies that units and individual dogs shall be regularly immunized against rabies in accordance with the regulations, and shall apply to the local dog registry office for registration on the basis of an immunization certificate issued by the animal clinic. If a dog leaves the house only, it shall wear a dog tag as prescribed and take measures such as canine rope to prevent the dog from only hurting and spreading the disease.
In the past few years, the case of a dog walking without a tie has been found to have occurred. In May 2024, a 3-year-old boy was bitten by a dog and died after 18 days; In September of the same year, a young boy in Kerry, southeast of Guizhou, was torn to pieces by a big dog that suddenly ran out of the market. Bite and drag; in November of the same year, a woman in Shaanxian was torn by two big dogs in the early hours of the morning, and it was the crowds who were driving the car that drove the dog away...
