In recent days, the Anyang “dog bite” incident in Henan has generated widespread concern. On the evening of 23 November, the Anyang City Council, the municipality, informed of the decision on the treatment of the unit responsible for the incidents involving “dog bites” and those responsible, and the individual concerned, Wang Xin just received serious warnings from the party, dismissed him and removed him from law enforcement posts. The City Administration of Anyang City, the Municipal Market Supervisory Authority, the Municipal Public Security Bureau's Wen Feng Substation and the Central China Street Office in Wen Feng District were ordered to conduct a thorough examination and inform the city of the criticism. In addition, six persons from the relevant units were punished.
Dog bites often occur, and their owners are not infrequent in the compensation process, but they are as aggressive as the staff of the Integrated Administrative Enforcement Unit of Anyang City, Wang Xingang, are rare. And whether or not the pet dog is in compliance, the dog bites and refuses to apologize is typical of the bullying. The public was most outraged by Wang's repeated refusal to open the door in the face of interviews with local journalists and threats to prosecute the elderly for “defamation”. As a public official, Wang Xin has failed to observe even a minimum of civic morality, to the point that Xinhua has issued a series of “five questions”, one of which is: Why is a public official acting against the facts?
Xinhua also asked why it took so long? After the “dog bites” incident, the injured Ms. Guang's family called 110 alarm calls, went to the neighbourhood council of the Chinese Luo-thai community where the district was located, the city authorities responsible for the dogs, the public security department of Anyang City, the Integrated Administrative Enforcement Unit of Anyang City Market Supervision, Anyang City Communications Board, and the Supervisory Board of Anyang City Disciplinary Commission. But so many departments failed to give the victim a statement, and the owner of the dog's unit simply “discussed and educated Wang Xing himself several times to resolve the dispute in a timely manner”. Perhaps the authorities in question did not have the subjective intent of “suspecting” the dog owner, nor did they clearly and secretly “strengthing” the dog owner, but was it not, and was not, the dog owner who was fighting for the “no-my-interest” blunder between the departments?
On the afternoon of 23 November, Anyang held a rally of party cadres to warn of educational reform and to reflect deeply on the “dog injury”. It is not a big deal to have a city-wide education alert because of a dog bite. As the meeting stressed, the “dog injury” incident “discovered a number of units in the city of Anyang, the lack of integrity of the cadres, and the lack of capacity, as evidenced by the lack of thought, the fear of disorder, the inability to do it, the lack of capacity, the lack of restraint, the falsity of the act, the falsification of the act and the lack of power. In the phrase “competent positions are unstable”, it is a direct pointer. The position here refers first and foremost to the position of the people, which means that the relevant units and cadres do not take the people seriously and do not take their affairs seriously. While the salt of woody oil is on the surface, it is a matter of great importance for the people, whose hearts are built up in dealing with a small matter of concern to the people.
The Anyang “Doggy Bite” incident has attracted public attention because of a series of reports from Henan Radio and Television's people's channel, Leigh Help. The “scrambling” of journalists in this incident stands in stark contrast to those cadres who did nothing. The journalists are to be thanked for their insistence on this matter, for the numerous periods of coverage of the matter without a column, for the tears that have been shed in front of her camera, and for the fact that even the concerned parties will be dealt with accordingly, which may not be so quickly.
In the face of any “minor matter” against the interests of the population, especially when the person concerned is a party member's cadre or a public official, there must be an “absorption” of the parties and the Government.
