As people ' s standard of living rises rapidly, so does the number of dogs in urban areas, which many city dwellers have seen as indispensable partners in their own lives, the problems that follow are growing, and incidents such as dogs that are lost, injured, disturbed, contagious diseases and environmental pollution become a major test for building a civilized and harmonious society.
In the case of dogs, for example, there is a high rate of breeding in both rural and urban areas due only to their high level of training and moderation, but every year there are incidents of dog loss and dog bites, especially the sharp increase in rabies and the lack of public safety. Numerous different types of dog management have been introduced in cities, but the lack of effective management tools and platforms to help enforce law has been difficult to enforce, management has been less effective and dog management remains a challenge.

(i) From a social perspective:
The current social canine pro bono organization and the various types of canine shelters have an immeasurable power, and while calling for the protection of animals, the eradication of abandonment and the search for a place of refuge for stray dogs, it has not been possible to increase the awareness of adoptive dogs in a timely manner.
(ii) From a governmental perspective:
With the diversity of canine varieties, how to refine responsibility in the event of a dog-to-person conflict, how to assign authority and accountability, whether the dog-source route should be strictly regulated, and the registration and regularization of pet shops, the lack of effective community-based co-ordination programmes by the Government makes dog management difficult to enforce.
(iii) From a citizen ' s perspective:
There is a lack of comprehensive awareness of the safety of the residents of urban dogs and of public literacy in public places. Citizens do not know well how to keep dogs safe, not only against others but also against themselves. Dogs share many diseases, not just rabies. While taming dogs, can dogs be vaccinated only against dogs in a timely manner and be examined only periodically? Second, in the public sphere, when carrying dogs, there are words and actions that are not effectively restrained and that are timely.
It is urgent to combine the above-mentioned issues and to establish sound dog management mechanisms so that our country can be “lawful” in pet management.
II. SYSTEM PROGRAMME
The Hubeiang Science and Technology Company Ltd. launched the Integrated Management of Urban Smart Dogs Service, which integrates the Internet, big data and artificial intelligence technology to create a service that “beneficiaries the services of law enforcement enterprises in the public security-led sector”. The platform system includes data distribution for the public security sector, urban mobile law enforcement, livestock vaccine management, pet dog breeding management, inoculation site management, pet dog insurance, smart locator dog tags and canine owner APP. Relevant managers and users in each district can find relevant information in the platform system through the number of smart locator dogs, including the type of dog, gender, hair colour, type and time of vaccination, address of the dog owner, contact information, etc., together with photographs of the dog, which will be recorded in detail on the data platform. At the same time, the system could be tailored to the needs of the city canine management only to make dog-keeping more standard and rabies prevention no longer a blind zone.
Using modern technologies and tools, the Integrated Urban Knowledge Dog Management Service provides, to the maximum extent possible, a variety of safety protection and tracking services for pets in combination with technologies such as Beidou\GPS satellite positioning, network communications, making full use of advanced geo-information technology (GIS), database technology (Database) and network communication technology (Network) to modernize the monitoring of pets distributed throughout cities based on electronic maps and improve the quality of services. The functions of the GPS pet location system include, inter alia, positioning, process tracking, etc. The pet positioning platform is a mobile information solution for people. The platform, which is based on pet location operations and is based on technical tools such as GPS and Bluetooth, and on the GPRS Wireless Communication Network and the GIS platform, achieves a web-wide, barrier-free location and provides users with accurate information on the location of the pet.
Introduction of the programme
The Urban Smart Dog Management System runs from the management end of the Public Security canine centre, the smart location dog plate, the mobile law enforcement end of the city, the mobile phone end of the city, the in-person vaccination management end, and the pet insurance from management to use. The management model, from government to user, from registration to law enforcement, is “a combination of management and services” that guarantees and facilitates the rights of citizens to dogs and regulates their behaviour, taking into account all uses. The system can also be tailored to the needs of the city dogs.
(i) Urban canine centre management end
The client may enter information on dogs, fit them, issue certificates, change information, etc.
1. Citizens are required to obtain a dog certificate with their master ' s identity card, a dog ' s vaccination card, and a dog ' s certificate at the urban canine centre.
2. The staff of the City Control Centre are issued with a canine certificate on the basis of the entry information (owner ' s identity card, address of residence, telephone, photos of the dog ' s body, vaccination certificate, etc.) that meets the requirements for accreditation to the city ' s smart dog management system.
3. The issue of dog certificates is accompanied by the issuance of smart dog cards and the recording of information.
(ii) Smart positioning dogs
Smart Dogs have small size, sustainability, long range recognition, which provides unique identity codes for dogs, smart dogs provide basic dog information, etc., and achieve 20-50 metres of remote law enforcement, and non-contact law enforcement allows managers to know only dogs and make dog management safer. The positioning function consists of the following two ways:
Bluetooth positioning. When a dog with a smart dog is within 50 metres of the manager, the dog can be located at the end of the cell phone with a bluetooth scan and canine information can be managed;
Bluetooth+GPS positioning. When a dog with a smart dog is only outside the Bluetooth signal of a mobile phone, the smart dog automatically switches to Bluetooth+GPS positioning mode, uploads long-latitude information for dogs in real time and achieves real-time satellite positioning tracking.
(iii) Mobile law enforcement end of city management
The city authorities can conduct on-site inspections through the Baby Puppet program. The system has features such as over-the-horizon, ready auditing and security enforcement. Through information search, law enforcement management and so on, easy access to information about the owner, the dog only and law enforcement.
1. Municipal law enforcement officials open the system to obtain information on dogs (owner telephone, name, address of residence, full body of dogs, vaccinations, dog certificates) within a 50-metre range and manage the information on dogs.
In the case of dogs without collars and unattended dogs, urban law enforcement officials can use the system to inform the owner of the dog to guard the dog in order to avoid danger to the public.
3. In the case of stray dogs without a dog certificate and wearing a dog tag, the law enforcement officers in the city can only arrest the dogs, manage them, etc.
(iv) Dogs only keep terminal management
(c) Reception, quarantine, rearing and treatment of stray dogs, illegal dogs.
1. Adopt/accede vagrant dogs that are healthy with quarantine results through platform adoption/claims.

(v) Citizens' mobile phone users, “Pretty Baby”
Citizens can use mobile phone-end “Pretty Baby” to register, register, search, etc. to provide a strong canine management service for their owners.
1. Citizens turn on their mobile phone applet, "Baby Perception", to search for their dog of love, check for dog information and edit changes.
2. The love dog exceeds its own distance (greater than 50 metres) and the applet “Anternity Baby” receives a lost alarm warning that the love dog is at a certain distance from the dog owner in order to prevent the love dog from falling, and the applet automatically opens the GPS+Bluetooth position and precisely locates the love dog.
3. The Baby Love supports registration, registration, application, access, search, etc.
(vi) Portable vaccination management end
Statistics on the regular annual check-ups of dogs and vaccinations are recorded annually through the system at the Directorate of Livestock and Veterinary Stations.
