In recent days, the South China Sea Property Industry Industry Association, under the guidance of various departments in the southern region of Fushan, has launched a National Code for the Management of Civilized Paternity in Residential Areas (hereinafter referred to as " the Code " ), which sets out detailed requirements for the raising of dogs, the conduct of pets and the responsibility of property enterprises.

In order to avoid any impact on the physical safety and well-being of other neighbourhoods, the Code explicitly requires that pets “may not be held outdoors, kept in the care of their pets and may not be abandoned or abused at will” and that they “prevent alienation or noise from others”, let alone “drive or leave the pets to intimidate or harm others”.
Attention is also provided to walking dogs, which include “a strict ban on walking dogs in public places such as community halls, places for children's activities, shops and rooms for the elderly; the avoidance of peaks in human circulation during dog walking as far as possible; the avoidance of elderly persons, persons with disabilities, pregnant women and children; and the use of dog ropes of less than two metres in length to hold dogs and to equip dogs with protective devices such as canine plates and mouthcases”.
In the case of repugnant drowning, the norm requires pets to clean up in a timely manner the excrement of dog excretion only outside the house, or to order dogs to conduct excretion clean-up in small areas (pet paper boxes) set up by property services enterprises; dogs should not be allowed to defecate in the halls and elevators at will, affecting the hygiene of the building.
The Code also requires real-time supervision by residents of the neighbourhood.
Property service enterprises, neighbourhood councils and industry committees may designate areas for pet activities in the sub-region and establish corresponding sanitation facilities and signboards indicating regional scope, opening hours, alerts, etc. The small area should be equipped with a “petty excrement house” and a standard sign on the perimeter of the pet house, a daily inspection by the property service company, and timely addition of paper to facilitate access by the pet owner. Property service enterprises have the right to discourage, deter and deal with complaints and complaints in a timely manner in respect of other illegal petry. In the case of pets, such as bites or scratches, the property service company assists pets in bringing the injured to regular medical institutions for treatment and rabies vaccination in a timely manner, and in coordinating with pets to compensate for economic losses and to assume related responsibilities.
In the case of unacknowledged pet dogs, cats, etc. in the sub-districts, unacknowledged within three days, they are treated as unattended pets and can be reported to the relevant authorities by the sub-district property service enterprises.
How can you defend yourself in a pet dispute? The Code states that pets should actively deal with disputes arising out of pets, take the initiative to assume responsibility, resolve matters amicably and in good faith, and resolve conflicts. In cases where parties to a dispute over pets are unable to reach a settlement agreement, third parties, such as property service enterprises, residential councils and trade boards, should actively coordinate to persuade education and promote appropriate mutual concessions to calm the dispute. If a conciliation settlement is not possible, the parties may bring an action before the court.
