On 29 September 2022, the seventh meeting of the Standing Committee of the Tenth People ' s Congress of the city of Chuhai adopted amendments to the Regulations on the Management of Dogs in the Special Economic Zone of Joohai, which became effective on 11 October 2022.
The Regulations provide that a dog-bearer who carries a dog only shall be subject to the following requirements:
(i) To hold a dog by a canine rope;
(ii) A dog only wearing a canine or carrying (electronic) dog-keeping certificate;
(iii) Effectively stopping barking and attacks;
(iv) Avoidance of pedestrians, especially the elderly, persons with disabilities, pregnant women and children;
(v) The carrying of dogs shall not take a public elevator only at the same time as others without their consent;
(vi) A minor may not carry a dog alone;
(vii) The immediate removal of excreta from dogs only.
In the case of fines, in violation of subparagraph (i) (ii) (iii) (iv) (v) (vi) or of the notice referred to above, the public security organ shall give a warning or a fine of $200; in violation of subparagraph (vii) above, the municipal administration and the integrated law enforcement authorities shall give a warning or a fine of $200.
Civilized dogs.
It's a legal obligation.
It's a social virtue for dogs.
