On 14 June, the Chongqing City Public Security Bureau issued the Chongqing City Dogs Regulation (Advisory Draft) for public consultation.
In cases of ill-treatment or abandonment of dogs, the public security organs shall issue a warning or a fine of not less than $50 and not more than $500; in serious cases, a fine of not less than $500 and not more than $1,000.
The abuse and abandonment of dogs is only a manifestation of the gross lack of responsibility of the pets towards the dogs and a manifestation of the extreme lack of responsibility of society.
Following the March legislation in Hubei prohibiting the abandonment of cats and dogs, Chongqing City has also been able to lag behind and has issued a regulation on rearing civilization to prohibit abuse and abandonment of pets from the legal standpoint! I hope more and more provinces and cities can copy their jobs!

The severity of the punishment, it's a matter of debate.
The relevant regulations were issued to further regulate civilized dogs from a legal standpoint. When legal safeguards are in place, abandoning a dog is an offence and is punished accordingly.
The current penalty for abandoning dogs in Chongqing city is a fine of up to $1,000, which some netizens consider to be too light and does not seem to serve as a warning.
It is understood that in the latest Guangzhou City Dogs Regulation (Revised) a fine of $5,000 per dog for the abandonment of a pet; in Germany, a fine of up to 90,000 euros for the random abandonment of a pet dog; and in Italy, animal protection regulations provide for a prison term of one year or a fine of 10,000 euros for the abuse or abandonment of a pet.
As can be seen, raising the amount of fines is the most direct way to increase the severity of the penalties, so that the abandonment is subject to consequences for its irresponsible behaviour.
In addition to this, some netizens believe that limiting the possibility of subsequent rearing can also be an effective means of breaking down the pain points of foster care, which has been clarified in the Shanghai City Dogs Regulation.
Even netizens have suggested that public exposure to abandonment of pets could be used as a sanction.
Although the Chongqing canine regulation is controversial with regard to the severity of the penalty for the abandonment of pets, Chongqing has taken a major step forward in building urban civilization.
