Most dogs are very fond of going out, which consumes both their energy and their excretion. The masters usually have regular dog walk time, so many dogs hold their piss at home and wait for a walk.
It's a good habit for dogs to have it, but sometimes it's not easy to have rain. In the rainy days, some masters give up walking dogs and others prepare raincoats for dogs and continue to take them out.

The lovely firewood dog had to go out every day because it had to go to the bathroom outside. Unfortunately, the day was raining and the owner could not find a raincoat. In order to prevent the dogs from getting wet by the rain, the master made himself a raincoat for the dogs.

From a security point of view, it would be appropriate to reduce the amount of time dogs have to go out in the rain, and if dogs had to go out, it would be better for them to wear raincoats and to walk the dogs wherever possible with cover.
