Reporter Visit: The dog leash still exists

On 22 May, the city of Nantung, Jiangsu province, was hit by dogs, as at 24 May, 21 people had been attacked and, to varying degrees, bitten by dogs. Following the incident, journalists randomly visited the main streets of Conan Road and West Straight Street in Ha City; the Ki-bain Park and three residential districts.

On 27 May, journalists spoke with the two pet dog owners in a small district of the city of Harbin.

On 22 May, the city of Nantung, Jiangsu province, was hit by dogs, as at 24 May, 21 people had been attacked and, to varying degrees, bitten by dogs. Following the incident, journalists randomly visited the main streets of Conan Road and West Straight Street in Ha City; the Ki-bain Park and three residential districts. In the main streets and parks, journalists did not find dog leashing, but in the sub-district, a small number of pet dogs were found in a state of “release”, threatening the physical safety of the inhabitants of the sub-district.

Reporter Visit: The dog leash still exists

Eyewitnesses: dog-walking without ropes continues.

In a small courtyard in Changxiang City, a wide square was shown. This is a large small area with very high population density. Before 1600, there were more elderly people and children in the squares of the compound, especially in the case of infants and young children.

A little while later, the number of people who come out and walk dogs is growing. The journalists saw that most of the dog owners were able to walk with a leash, but a few of the dog owners were in the opposite direction: the owners were walking behind the dog in the front, the owners were not around with the dog “walking”, and the owners were following a dog, holding one in one hand.

In the Electro-Research Region, a few dogs with no ropes enjoy themselves by the roadside and in the green zone. One of them, a black chihuahua dog kept chasing a 3-4-year-old boy. The boy was afraid and was hiding behind her, while the pet dog owner did not stop but laughed: "Don't be afraid, don't bite."

Residents: I hate hearing "my dog doesn't bite."

"The most important explanation I've heard is, "It's okay, my dog doesn't bite. 'That's so irresponsible. I was born afraid of dogs, and I was so nervous when I saw a dog coming in, I was too scared to move, and I was so afraid that the dog would come over and bite me.” Ms. Zhao, a resident of the Electro-River Region, was angry.

Mr. Ding, a resident of the UCPS, also complains: “There are so many children in the community that they like to play in the hospital in good weather, but there are some dogs who walk without a leash in the neighborhood, who, as parents, fear that the child will be bit by a dog, have to be stopped in front of the child every time. I have also seen a certain heartless dog owner wears a condom for a dog, so it's reassuring to see that a dog owner who doesn't have a leash can learn from others, can't wear a leash, should at least have a leash, and should have a sense of understanding."

Property: Set a nice tip, but no law enforcement.

In a small courtyard in Changxiang City, journalists saw a visible “blue house” inserted in a flower jar every approximately 50 metres, with the hint “Being a responsible pet owner” “Doggie leash” “Doctor to carry a dog”, as well as carefully providing the pet dog owner with a bag and paper to clean up the dog's dung at any time.

Journalists then entered a unit randomly, and in the bulletin board next to the elevator on the first floor, they also saw hints such as “prohibiting uncivilized dogs”. “Some people like dogs, some fear that dogs, especially young babies, are afraid of dogs, and they want the owners of dogs to take into account the feelings of other owners.” According to the local property worker.

In the LKS sub-district, journalists have seen a sweet reminder posted by the property industry on the building: Please raise your pets. Sub-district property workers say that some owners do not notice that dogs are not tied when walking. " The property had previously been notified within the owner community that owners of small-area pets should be reminded of dog ropes when walking dogs. In some cases, the owner of untied dog ropes is persuaded by colleagues visiting the hospital. That is all we can do, after all, is no law enforcement.”

Citizens call for "pants" to be safe.

Article 36, paragraph 3, of the Harbin City Dogs Regulations provides that when dogs operate only outside the public building, elevators and other crowded places, they are covered or carried. During the visit, journalists found that it was rare for residents to go out for their pet dogs. Many residents fear that the dog will be uncomfortable and reluctant to give the dog a condom, but in fact it offers far more protection to the dog than the “challenge”.

“The mouthpiece not only prevents pet dogs from eating dangerously, but also from barking and biting, it is a `meaning tool' to protect dogs and others.” Mr. Zhang also said that many who do not raise dogs or have some resistance to dogs are afraid when walking outside, so that the fear of dogs by those who go out of the house can be overcome by the use of condoms and ropes.

Public security: Increased patrolling.

As of 1 May, the newly amended Animal Disease Prevention Act of the People ' s Republic of China has been officially implemented, and dog leashing is officially enshrined in the law, and dogs are not tied or certified as illegal.

“The city of Har has 39 types of dogs, such as canine, Argentine dogo, bull-head infarction dogs and bulldogs. The Harbin City canine regulations specify that walking dogs must be attached to dog ropes, which must not exceed two metres. If a dog is not tied to a dog, the owner will be fined $200 and, in serious cases, the dog will be confiscated. Every year, all police stations in the jurisdiction are issued with documents requiring them to carry out inspections of priority areas, subdistricts, squares, attractions within the jurisdiction, and to put an immediate end to violations such as leashing dogs. The city canine team, on its side, will also conduct regular visits to key attractions in Harbin city, such as Central Street, the Flood Memorial Tower and the Harbin Theatre, as well as to major streets such as Friendship Road and Riverside Road, and will find that uncivilized dog-keeping is being dealt with in a timely manner.” In the last two years, the practice of walking dogs without ropes has been largely eliminated in the main streets, parks, squares, attractions, etc. of the city through continuous patrols.

It is understood that, as a next step, the public security organs of the city will increase their efforts to monitor the conduct of illegal dogs and walking dogs. At the same time, citizens are called upon to be civilised dogs, which must be certified, and dogs must be tied; stray dogs are actively avoiding pedestrians, especially pregnant women, the elderly and children, from competing with pedestrians; dogs are cleaned up in a timely manner; dogs are actively prevented from barking and do not interfere with rest. Citizens can also call 110 police if they are exposed to offences such as leashing by walking dogs and raising a forbidden dog.

According to statistics, to date, there are 41 canine sites operating in Ha City and 61,628 canine certificates operating throughout the city.

Material required for canine identification

1. It must be an authorized dog in Harbin city, which is tall and does not exceed the bar (head height not exceeding 55 cm and length not exceeding 75 cm).

The original owner's identity card and a copy thereof.

A second generation identity card for the city of Harbin (accurate address to the district and the unit and gate number) was required, which had not previously been used to obtain a dog certificate. Before injection of chips and vaccines, the dog owner must ensure that the dog has no discomfort or disease. A bath may not be taken for 7-10 days after injection.
