There are now a large number of pets, and sometimes dogs are not allowed to travel by car when taking them out for a walk. In recent times, the Changchun City Regulation on Road Traffic in Changchun City has authorized the introduction of the requirement that pets may not be transported by transport, but can sit with guide dogs. This facilitates access for persons with disabilities.
Yesterday, at a press conference organized by the Changchun City People's Congress, journalists received a message: The Changchun Road Traffic Regulation was approved by the Seventeenth Meeting of the Standing Committee of the Twelfth People ' s Congress in Jilin Province and became effective on 1 July. This marks the beginning of a new phase of long-spring track traffic management, which will provide legal guarantees for access to rail traffic for the general public.

Regulate orbital traffic planning, land use, construction and operation
Orbital traffic is a major municipal infrastructure and involves major issues of planning, construction, investment, operation, management, integrated development and emergency disposal. According to the Director of the Standing Committee of the Changchun City People ' s Congress, Choi Chau, there are currently no specific laws or regulations on rail transport. The Changchun Road Traffic Regulation (hereinafter referred to as the Regulations) is a project of the Standing Committee of the Changchun City People ' s Standing Committee for the 2014 Legislative Plan. It is intended to adopt local legislation to address outstanding problems in the construction and operation of orbital traffic, to guarantee and promote the smooth operation of orbital traffic, to improve the level of safe operation of orbital traffic and to promote the healthy development of the orbital traffic industry, in line with the practical development needs of the Changchun. The Regulations will become effective on 1 July.
At the launch, journalists saw specific elements of the Regulations, comprising eight chapters, 57, which focused on the planning, use, construction and operation of orbital traffic, as well as integrated development and authorized law enforcement.
Identification of principal responsibilities for the construction and operation of orbital traffic
“The construction and operation of rail traffic in Changchun City is now within the municipal boundaries, but as the longchun economy continues to develop and the process of urban-rural integration deepens, the future construction of the Changchun City rail traffic network will gradually extend to the county (city).” CHOI CHOI said that, in order to ensure the relative stability of the legislation, from a forward-looking and development point of view, article 2 of the Regulations clearly defines its scope of application, namely “the planning, construction, operation and related management activities of rail traffic within the city's administrative area”.
In order to address the problems encountered in the current work on the use of orbital transport, the Regulations specify that the use of orbital transport facilities is allocated by the municipal people ' s governments in accordance with the law. Article 13 of the Regulations also provides that “urban urban and rural planning and territorial resource authorities shall manage the control of land for orbital transport facilities in accordance with orbital traffic planning and shall give priority to the relevant land use”.
At the launch, CHOI and CHOI indicated that the construction of orbital traffic in Changchun City was currently in a booming phase and that, in order to ensure the healthy development of orbital traffic, it was necessary to grant integrated development rights to orbital transport construction and operations units and to finance construction and operations through integrated development. To this end, article 14 of the Regulations provides that “in the area and space of orbital traffic, orbital transport construction units and operators may, in accordance with the relevant provisions, engage in integrated development activities such as real estate, advertising, property management, etc. relating to orbital traffic, with the approval of the people's government of the city”.
The Regulations also specify the primary responsibility for the construction and operation of orbital traffic, as follows: “The orbital transport unit shall be responsible for organizing orbital transport construction, assuming corresponding responsibilities for the quality, safe production and civilized construction of the works”, and “the unit responsible for orbital traffic surveying, design, construction, supervision, construction chart review, monitoring, quality testing, etc. shall bear corresponding responsibilities for quality, safety, etc. in accordance with the law”.

Operating units can screen passengers for goods.
At the same time, the Regulations provide for the rights and obligations of passengers, including the prohibition of entry into stations, vehicles, etc., of dangerous goods such as flammable, explosive, toxic, etc. “The orbital traffic operator may conduct security checks of objects carried by passengers and shall order the departure of passengers carrying dangerous goods; if he refuses to leave the station, he is referred to the public security organs for legal processing” and “the installation of security equipment is considered in the design of line 1 of the subway”. The Deputy General Manager of Changchun Orbital Transport Group Limited, Tsao Guo Li, said.
Similar to local regulations for road traffic in other provinces and cities, the Ordinance prohibits the carrying of pets into stations and cars, but it also provides that guide dogs are allowed to enter stations and to travel by car.
The traffic signal at the junction is priority.
For many years, citizens of Changchun have found that social vehiculars and light-tracked vehicles are often looted at the intersection. On this occasion, Cao Guoli said, the regulation highlights the management of the junction: “At the junction of the junction, the orbital traffic signal is given priority. Vehicles and pedestrians shall be guided by orbital traffic signals and shall be subject to the command of the road management; In the absence of a signal, non-orbit transport vehicles and pedestrians shall avoid orbital traffic trains.” According to Cao Guoli, the Regulations define the signal priority of light orbit and will effectively address the traffic order at the intersection.
Delegation of administrative enforcement authority to orbital transport operators
It is also worth noting that the Regulations confer administrative enforcement powers on orbital transport operators to enforce the relevant administrative penalties as authorized by the Regulations. However, its law enforcement powers are limited to offences relating to the safety, environmental health and operational order of the facility occurring in orbital transport facilities.
In addition, the Regulations provide for the establishment of safe protected areas within the perimeters of related facilities such as orbital traffic stations, routes, fields, etc., which are of great importance in preventing external interference with train operations and reducing operational security risks.
