On the regulation of dog-keeping in the town of Slide County

In order to safeguard the physical health and safety of the population and to preserve the city ' s environment and public order, in accordance with the relevant laws and regulations, such as the Law of the People ' s Republic of China on the Punishment of Public Security Administration, the Law of the People ' s Republic of China on the Prevention of Animal Diseases, the Civil Code of the People ' s Republic of China, and the Regulations on the Administration of Urban Consistency and Environmental Health in Henan Province, reference is made to the Provisional Regulations for the Management of Dogs in the City of Anyang, and in the light of the actual situation in our county, the following circulars are issued on the regulation of dog-keeping in the district of Lui County:
I. Scope of application: South to Rainbow Boulevard, North to North, West to West, East to East in urban areas.
II. Management principles: canine management is a combination of government regulation, dog control, grass-roots organization participation and social and public oversight.
3. From the date of this circular, dog-keeping units or individuals shall, within 30 days, only inoculate dogs at the dog-vaccination site, and after obtaining an immunization certificate, apply for registration form and receive a pet number in the community of the municipality of residence (street); dogs who fail to obtain a dog-raising certificate are dealt with in accordance with the law.
4. Dogkeepers shall, in accordance with the law, adopt dogs in a civilized manner, respect public morals and refrain from endangering the public interest and the legitimate rights and interests of others, and shall abide by the laws and regulations and the following provisions:
(i) A dog shall not interfere with the normal life of others, and shall not be allowed to provoke, intimidate or attack others by barking, and the dog shall take measures to stop it.
(ii) When the use of dogs in public transport vehicles other than small taxis is prohibited, the approval of the driver shall be obtained; if the use of dogs in elevators, the dog shall be packed only in canine bags, cages or arms.
(iii) The carrying of dogs is prohibited only in institutions, hospitals, schools, stadiums, museums, libraries, cinemas, malls, squares, parks and areas or places designated by the people ' s Government as restricted by dogs.
(iv) No dogs shall be abused or abandoned; if a dog dies, it shall not be abandoned at will and shall be treated in a timely and harmless manner.
(v) If the dog only causes harm to another person, the dogkeeper shall immediately refer the injured person to a health institution and bear the costs in accordance with the law.
(vi) When a dog leaves the household, he or she shall be held by a person with full civil capacity, accompanied by a dog-keeping certificate, and shall wear only a canine license, a chain (not longer than 2 metres) and a mouthpiece for the dog, while avoiding the use of older persons, persons with disabilities, pregnant women and children.
(vii) A dog shall be removed from the house with his/her own cleaning equipment to clear his/her excreta in a timely manner.
(viii) Individuals are prohibited from raising strong dogs or large dogs.
(ix) Dog-bearers should be regularly immunized against rabies and issued immunization certificates only at the point of vaccination for dogs designated by the agricultural and pastoral authorities.
(x) In cases where dogs are found to be only infected or suspected to be infected with rabies, control measures such as isolation should be taken immediately and reported to the farming authorities of the Bailiwick. If a dog dies only as a result of an epidemic, it shall be treated centrally in accordance with the rules governing the prevention of disease only.
5. Any unit or individual may decide that the premises in which he or she operates or is under his or her control shall be prohibited only from carrying dogs and shall have the right to criticize, discourage, report and complain about any violation of the law and any uncivilization of dogs.
Trade in large, strong dogs is prohibited. Small-scale canine transactions are carried out within the market for dog transactions approved by the regulatory department of the market, and dogs are only required to obtain an immunization certificate and are not allowed to trade without quarantine.
7. Violations of the relevant provisions of this circular shall be punishable by law or imposed by the relevant authorities, such as public security, urban administration, agriculture, and market supervision.
8. Law enforcement officials in the relevant sectors shall be impartial, civilized and regulated. Any unit or individual who, in accordance with the relevant provisions of the Law of the People ' s Republic of China on Penalties for the Administration of Public Security, obstructs the exercise of public service in accordance with the law, is required to obey the law and actively cooperate.

Ten large dogs, such as Dadan dogs, bloodhounds, Cedars, St. Bernard ' s, Big Bears, Alaska Sleigh Dogs, Berth Mountain Dogs, ancient sheepdogs, barley dogs, fox dogs, etc.
