“If my dog hadn't been electrocuted, the owner might have been injured.” Mr. Liu said.
Mr. Liu ' s home is located in the East Shogun district near Xian City Landscape Road and Chunming Road. He worked abroad and returned home nine years ago with a Haschi who was with him. On 21 November, at about 6 p.m., the mother went to the vault to walk the dog, and then a half hour later received news of “the dog suddenly fainted”, saying, “My mother said that the dog was walking in front, screaming through the tunnel of the vault unit and then fell down, and I went downstairs to see the situation.”
Looking at the dog lying in the water, Mr. Liu initially thought it was an outbreak of disease, and given that there were a lot of waiting owners around, he was prepared to move the dog to the side, and he didn't think he had just reached into the water, with his hands numbed, and he said, "The electric current is so strong that the dog in my house is electrocuted."
Mr. Liu said that when he found the power leak, the owner told him that an old man had had electricity on his way by the same day and that, fortunately, “my thumb did not regain consciousness until the next day”.
On the morning of 22 November, Mr. Liu was seen by a journalist from the Chinese Commercial Press. Roadblocks have been set up in the access road to the unit building in the sub-districts, with a “water leak here, traffic is strictly forbidden”. There was water on the surface of the tunnel, the wall was clearly humid, some areas had cracks, water stains and rises, and at the top of the tunnel there were a number of chaotic electrical wires, but no electricity leaks were observed. Mr. Liu said that the site had leaked year after year, but had not been repaired, despite a number of complaints from the owners, “if my dog had been electrocuted, the owner might have been injured”.
The project manager of West Antone Property Management Ltd., who manages the district, said that there had been no previous complaints from other owners about “power leaks” and that, after receiving the related complaints from Mr. Liu, they had travelled to the garage on two separate occasions to examine the leaks, but none of them had been detected, and further consultations were needed between the parties regarding the death of the owner's dog.
Tang said that the leak in the tunnel was due to the bursting of water pipes in the area, which they were repairing. Following a complaint of a leak, they have cut off the circuit near the tunnel, which will be further tested after the leak has ended, to ensure that the owner is not injured.
