When a pet dog is sick and needs to go to a pet shop and hospital, there is no limit to a dog walking order, and it is recommended that the public wear a plaster for the dog.
Another point of contention was whether the city administration, as the law enforcer, had the authority to issue the circular and whether it was in accordance with the relevant law. Government hotline staff indicated that it was unclear.
