Civilized Dog Initiative
Distinguished citizens and friends: Dogs are faithful friends of humanity, but if they are not restrained, they can cause noise, pollution and injury. canine behaviour is a combination of personal qualities and social responsibility. Here, we call on the large number of Black River citizens to work together as civilized, self-regulating dogs to create a harmonious and healthy habitat for civilized cities throughout the country. To that end, we propose the following:
Civilized dogs. (b) Actively avoid dogs entering public places. In order to observe public order, dogs are advised not to enter public places such as malls, hospitals (except for pet hospitals), schools, kindergartens and other places with restricted markings, and to manage the care of dogs, it is essential that dogs be placed on the leash and, if necessary, that dogs of unstable character be kept only in their mouths, and that they encounter the elderly, their children, pregnant women and seek refuge. Health dogs. When walking dogs leave, they are packed with plastic bags, and their excreta is cleaned up at any time, they are put in a dumpster, keeping the surrounding environment clean. Healthy dogs. In accordance with the regulations governing the prevention of disease in dogs, rabies and other vaccines are regularly administered to dogs, the health of dogs is cared for, the health of dogs is regularly examined to prevent the occurrence of infectious diseases among humans and animals. Safety dogs. To strengthen dog training, and to develop the good habits of love dogs travelling around in peace, so as to prevent disturbance such as barking, poking, chasing, hurting and screaming at night. When carrying a dog in a taxi, the driver ' s consent shall be obtained and access to public transport shall be denied. For the sake of harmony between humans and animals and for the sake of a better home, it is hoped that citizens will respond positively to this initiative and join the ranks of “civilized dogs” to work together to build a civilized, quiet, clean and harmonious habitat! Article 24 of the Regulations on the Promotion of Civilization in the Black River Market stipulates that citizens shall adopt dogs in a civilized manner, in areas where the city is built, and shall observe the following norms of conduct: (i) a registration system for dogs shall be in place, the modalities of which shall be established by the people ' s government of the city; (ii) a chain of dogs shall be attached only for a distance of up to two metres and shall be held by persons with full civil capacity and shall avoid others on their own initiative; (iii) the excreta released by dogs shall be removed in a timely manner; (iv) dogs shall not be allowed to enter the mall, hospitals (except for dogs), schools, kindergartens and other public places with prohibited entries, and public transport means such as buses, ferry and taxi cars shall not be carried with the consent of the driver. Article 35 of the Regulation on the Promotion of Civilization in the Black River Market stipulates that if a dog leaves the household without chaining it, the public security organ shall impose a fine of $200 if the dog enters a prohibited place and public transport. The municipal administration orders the removal of dogs who discharge only the excreta, and the refusal to do so is punishable by a fine of $100. Articles 43 and 75 of the Law of the People ' s Republic of China on Penalties for the Administration of Public Security provide that: " Any person who breeds animals and interferes with the normal life of others shall be given a warning; if the warning fails to be corrected or if the animal is allowed to intimidate another person, the public security organ shall impose a fine of between $200 and $500. If an animal causes harm to another person, the public security authorities shall detain him for five to ten days and shall impose a fine of 200 to 500 dollars; if the circumstances are less serious, he shall be detained for up to five days or a fine of up to 500 dollars. Article 42 (vii) of the Regulation on the Management of Consistency and Environmental Health in the City of Heilongjiang Province provides that, if a pet drowns in a public place and the breeder fails to remove it immediately, the city ' s law enforcement authorities shall order its correction; if the person fails to do so, he shall be fined $100. In accordance with article 30 of the Law of the People ' s Republic of China on the Prevention of Animal Epidemiology, units and individual dogs shall be regularly vaccinated against rabies, in accordance with the regulations, and shall apply for registration with the local dog registry office on the basis of an immunization certificate issued by the animal clinic. Street offices, commune people ' s government organizations coordinate residential committees and villagers ' committees to control and dispose of stray dogs and cats in their districts to prevent the spread of the disease. The Government is currently studying how to regulate the registration of dogs, which will not be registered after it has been officially implemented, and the public security authorities will impose a fine of $500 per person under the Regulation on the Promotion of Civilization in the Black River City (which will not be penalized until it has been officially made public).
