The new regulations explicitly require three core facilities for the construction of new high-end homes: the pet pool, with a skating pool floor and heating system, with a water depth of 0.3 metres and 0.6 metres in the canine type; the SPA room, with a pet-specific massage bed, a dryer box and a refined oil table, with access to specialized beauty services; and the exclusive elevator, with a pet tasting sensor, with key and UV-based disinfection devices to avoid hair residue and osmosis.

For more than 20 large communities, an additional 4 m2 or more of "pet friendly space" per building is required, including ropeless areas, automatic pick-up boxes and washing stations, and the floor is equipped with acoustic and smooth ethylene material.

II. Introduction of logic: the dual drive of petivism and urban positioning

This policy is not a coincidence. The proportion of foster families in Dubai has risen significantly over the past five years, with the local pet market reaching $1.2 billion in 2023, and the average annual residential expenditure of foster families reaching $3,200, well above the global average of $1,800. High-end communities, such as the Nadu Al Sheba Garden, have pre-positioned infrastructure such as dog parks, and their villas have been sold for up to $36.52 million, confirming the strong demand for high-end pet care.

As an international tourism and business hub, Dubai has a much deeper urban competitiveness consideration - in the context of urban promotion of basic pet facilities, such as Toronto and Stockholm, luxurious standards have created differential advantages that attract high-value crowds such as multinational executives and stars.

Market hedges: premium effects and industrial chains

The new rules have shown strong market appeal. According to Property Finder data, the previous high-end residential rental premium with basic pet facilities was 15-20 per cent, with a trade rate of 28 per cent higher than the average residential stock, while the combination of the pool + SPA + exclusive elevators was calculated to raise the property valuation by 25-30 per cent, with a projected annual increase of $800 million in real estate transactions.

The industrial chain offers new opportunities: builders need to develop a special pet space design programme, equipment providers speed up high-end pet SPA equipment overlays, and community pet beauty shops such as Jumeirah Lake Towers have begun expanding apartment-based services.

IV. Factual challenges: the art of balancing costs and coordination

Developmentists are bearing the brunt of the pressure, and the cost of building a pet facility in a single apartment is expected to increase by Z per cent, with some enterprises claiming tax relief. There is also a need to address the population's concerns about noise and hygiene in non-paternative groups, and there is now a community pilot pet behaviour score system, which limits access to facilities for offenders.

Facilities maintenance is a more challenging management capability: pet pools require daily water quality monitoring, SPA equipment requires weekly specialized calibration, and some communities have introduced real-time monitoring of smart sensors at an average cost to owners.
