The launch of the Cat Island project from Shanghai provides a successful example of urban vagrant cat governance. The project provides scientific management of stray cats through the TNRAP system (capture, sterilization, burial, adoption, data, publicity).
In the capture chain, volunteers carefully captured stray cats using tools such as traps; they were then taken to specialized pet hospitals for sterilization and control of the number of stray cats from the source.
After sterilization, cats are placed in the areas where they live, and volunteers keep an eye on their living conditions and provide them with food and water. For some gentle, adoptable cats, the project team seeks to find loving foster families through online and offline communication channels.
To promote the sustainability of the project, the project innovatively partnered with the Bank of Construction to launch the pet cat credit card, which is donated to the stray cat medical fund in proportion to each consumption, and allows cardholders to achieve an entirely new model of “consumption as a public good” through AR technology, “Crown recognition” community cats.
To date, the project has sterilised 23,000 stray cats, effectively improving the survival of urban stray cats and improving the quality of the urban environment.
