As of July, only 123,000 dogs had been registered and the number of stray dogs had dropped by 41 per cent over the same period.
The "electronic identification" of dogs is an advanced technological tool for the precise identification of dogs. Injecting dogs, as provided for in the Quixing City Dogs Regulation, are only electronically marked with a size of rice and a unique code inside.
By implanting it with a dedicated syringe in the shoulder of a dog, it is possible to bind the chip code to the precision of the “one-on-one” data of the dog to which the dog is entitled, thus giving the dog unique identity information, which will provide a critical support for the precision and informationalization of dog management.
The regulations require dogs to install electronic markers within 30 days of birth and to establish a complete chain from immunization, registration and harmless treatment. In the priority management area, “one dog per household”, the offender will be blacklisted and the dog will be banned for five years.
The regulation provides for multisectoral data-sharing through the Dog Management Information System, and its experience with the “Harmonious Dog” governance has been cited by the Ministry as a national case. It was revealed that the next step would be to pilot the Dog Behavior Score System, which would provide public services to civilized dog families.
