In recent days, a video from a friend of the Internet reported that, at about 1 a.m. on 8 July, a young man in Lanzhou, Gansu province, had left his own white puppy in the green belt on several occasions, and that every time a white dog came out to look for his owner, it was abandoned again, drawing attention to a large number of lovers.
The video shows a young man and a woman parking an electric car somewhere next to the green belt, at which point there were three dogs, and then the young man hugged a white puppy and threw it into the green belt, and the white dog screamed, but still ran out of the green belt in search of the owner, and the man found the white dog again tossing it to the green belt and cycling away from the scene.
On 11 July, the journalist contacted Ms. Zhou, the publisher of the video, who stated that she had opened a local vagrant animal adoption base and that on 8 July she had received information within the rescue community that a puppy had been abandoned in the Goose Beach Highlands of Lanzhou City, where she had travelled to look for it.
Ms. Zhou stated that she had not found the abandoned dog after a site search, and that she had gone to the surrounding police station to seek help, and that, following a call for surveillance, the incident had taken place near a local family home, where a couple of men and women cycling came to abandon a white dog. The men and women later left the scene on their bikes, but the white dogs were chasing them behind, about 3 kilometres later, when the men took the white dogs to the car near the festivities and then drove into the surveillance blind zone.
Ms. Zhou told journalists that she had been looking with four volunteers in the green belt of the site of the incident for fear of being abandoned again or being hurt twice, and had questioned the surrounding residents and businesses, and had produced more than 1,000 dog hunts, but had never received effective information.
Ms. Zhou said that she had adopted more than 200 stray animals at her adoption base, and that she would be happy to adopt the white dog if its owner did not want to have access to her, but did not abandon it or harm it.
On 11 July, the journalist contacted the community residential committee in which the incident had occurred, and one staff member stated that she was not aware of the abandonment of pet dogs in the surrounding area.
A staff member at the nearby gym told journalists that someone had indeed come to the shop on 10 July to ask if anyone had abandoned a pet dog in the vicinity and that they had helped to post the dog search.
In this regard, counsel for the Hubei Lifon law firm, Summer Gon, argues that the current legal provisions prohibiting the abandonment of pets are mostly found in some local regulations. The pet owner has an obligation to manage the pet, causing damage to others, and the pet owner is liable.
In addition, the abandonment of the pet by the pet owner during the incident should be regarded as a clear renunciation of the ownership of the pet, and as a base for the adoption of qualified stray dogs.
