In recent days, within two weeks, three incidents of the same pet dog bites of children occurred in the first district of Gangnam City, Dongdong, Guangdong. Of these, 9-year-old boy Xiao Hua, who was injured three times in his right leg, was punished by the public security authorities. Surveillance showed that at the time of the incident, the elderly had taken three dogs and only suddenly attacked Xiaohua, after which misunderstandings led to a breakdown in mediation.
According to the surveillance video, at about 20.34 a.m. on the same day, there were many children playing around the recreational facilities in the district, and Xiao Hua walked normally on the walkway in the district, to which a man came with three dogs. Suddenly, one of the dogs attacked him, and when Xiao Hua shouted twice, he sat down on the ground, and the latter man was reminded of the dog's actions. Xiao Hua rises and is far from the three dogs held by the rope, and the men look forward. At 2035 hours, the man left with the dog.
On the night of the incident, his father took his child to the hospital for vaccination and called the police. According to the hospital ' s medical records for emergency care, he had three bite wounds on his right leg and was diagnosed as having been bitten or scratched by a dog.
The incident revealed a gap in the management of the pets: the master of the dogs had not been dealt with in a timely manner because he was not familiar with the characteristics of the dogs and had not seen any bites before travelling. During the mediation, the victim ' s family requested that the dog be removed from the district only, while the dog owner offered to pay compensation but refused to give up. Eventually, with police mediation, the parties reached a preliminary agreement that the dogs concerned would only be taken to the pet hospital for observation. The incident triggered public discussion on “civilized dogs”, and experts called for stronger enforcement of the Animal Disease Prevention Act and clear responsibilities for irregular rearing.
