On 17 August, at approximately 1725 hours, a video patrol of the Hangzhou High-Range Traffic Police Five found that G25 Hang Xinjiang was travelling to Lake 1000, that a small car was parked in the emergency lane and that after the passengers got off the bus, a puppy had taken the opportunity to snuck out of the car to “walk for a walk” by the high-speed traffic, and that it was dangerous.
Upon arrival, the patrol police, on the one hand, escorted passengers to safely drag the stray dog back into the vehicle, and, on the other hand, ordered the driver, Liu Xiao, to drive immediately at a high speed from the Dragon Gate toll station.

In response to a question, the driver, Liu Xiaotao, explained: “This dog shits all over the car, and it's disgusting. I can't smell it anymore. It was this illegal parking clean-up in the emergency driveway that caused the dog to burst into the air as the door opened.
When the civilian police pointed out the dangers of illegal parking on the highway, Liu asked: “Isn't the emergency lane used for emergencies?”
The civilian police immediately corrected and explained patiently that an emergency referred to a situation in which a person could not drive a car or where the vehicle had to stop because of a malfunction, and that “one kilometre ahead was the Dragon Gate toll station, which could well be disposed of. Moreover, before reaching this position, there must have been multiple toll stations or service areas, with ample opportunity for early and high-speed disposal.”
In accordance with the law, the civilian police punished Liu Chia accordingly.
